Plans to run Kathmandu’s tourist hub Thamel around the clock have hit a snag as local administration has asked for more time to do homework while sine qua non for a proper night life are lacking.

Hopes of partygoers and tourists were high as Thamel entertained them throughout the night of New Year’s Eve. But Kathmandu District Administration Office has said it needs more time for inspecting the physical underpinning of the area.
On December 28, newly-appointed Chief District Officer Ram Krishna Subedi had told local businessmen that Thamel does not have adequate prerequisites, including security, and asked for till mid-January for an official decision on the matter.
But entrepreneurs say they are ready to keep their shutters open all night long. President of Thamel Tourism Development Council Ram Sharan Thapaliya said works on developing infrastructure are ongoing.
“We have installed 30 closed-circuit cameras around the area, footage from which is under surveillance from police,” he said. “Works are underway for installing solar lamps.”
According to the council, around 4,000 traders currently run 18 types of businesses in Thamel. Diner’s restaurants operate till 10pm, dance bars and live music restaurants till midnight while discos open till 2am.
“Around 300,000 people, who are directly employed by these establishments, will be benefitted if the opening hours are extended till 4am,” Thapaliya said. “Some 1,000 homeowners will also benefit as this will increase in their property value.”
Tourism data shows more than 80 percent of foreign tourists who land in Kathmandu visit Thamel. Of late, locals have outnumbered foreigners as prime customers in Thamel at night.
But there are challenges to overcome. Thamel is considered a main destination for prostitution and drugs in the Capital. Also, Nepal has no proper mechanism to prevent people under “legal age” from entering bars.

The Metropolitan Traffic Police Division has stepped up crackdown on unscrupulous cabbies in the Kathmandu Valley.
DIGP Prakash Adhikari, MTPD in-charge, said assorted teams were deployed in busy areas of the Kathmandu Valley to monitor taxis for violations like operating the vehicle without the mandatory seal on the fare metres, tampering and using defunct fare metres.
“We have booked as many as 41 cabbies in the last two days for cheating commuters. Of them, 34 were found refusing to provide service on fare metres for short distances, while two had defunct fare-metres,” he said.
The crackdown comes in the wake of growing complaints against taxi drivers. Cabbies found tampering with fare metres may face a fine of Rs 5,000 and are warned to fix the fare metres.

The Nepali Army or Gurkha Army is the army of Nepal and a major component of the Military of Nepal. Service is voluntary and the minimum age for enrollment is 18 years. The army was known as The Royal Nepalese Army (RNA) during the monarchy system in Nepal. It was renamed into Nepal Army since 28 May 2008 with the abolishing of 238-year-old monarchy. Since the British had fought against then RNA, which was till that time, still colloquially known as “Army of Gorkha” or “Gorkhali” army, the British called their new soldiers “Gurkhas”. The Indian army, after gaining their independence from the British, started calling them “Gorkha”. In 1946, the Royal Nepalese Army troops were led by Commanding General Sir Baber Shamsher Jang Bahadur Rana at the Victory Parade in Londo.

The Kali Gandaki then flows southwest (with the name of Mustang Khola on old, outdated maps) through a sheer-sided, deep canyon before widening at the steel footbridge at Chele, where part of its flow funnels through a rock tunnel, and from this point the now wide river is called the Kali Gandaki on all maps. In Kagbeni a major tributary named Johng Khola, Kak Khola or Krishnaa descends from Muktinath.

Prime Minister KP Oli has raised concern over the delay in finalising the parliamentary regulations by the Regulation Drafting Committee (RDC) of Parliament. In his meeting with speaker Onsari Gharti Magar on Thursday, PM Oli said that the delay has resulted in halt to various government appointments and has also sent a negative message about parliamentary practice.He told Gharti that his party, CPN-UML, is ready to adopt alternatives in order to narrow down the differences and pave the way for the draft to be finalised. “PM said that his party is ready to take necessary initiatives for resolving contention in the draft so that the parliamentary regulations could be immediately finalised,” said PM’s press advisor Pramod Dahal.Speaker Gharti is scheduled to meet major opposition party Nepali Congress President Sher Bhadur Deuba on Friday. The 61-member Drafting Committee is facing a hard time finalising the draft in the wake of differences between ruling and opposition parties. A total of 75 proposals have been registered seeking amendments to various provisions. The most contentious issue is the strength of the Parliamentary Hearing Special Committee (PHSC). The Legislature-Parliament has been functioning under an interim regulation since the adoption of the new constitution due to the dispute among the major parties.

The death toll from Saturday's magnitude-7.8 earthquake in Ecuador swept past 500 Wednesday evening, surpassing an unwanted milestone in the worst disaster the country has seen in decades. At least 570 people are now known to have died in the quake, according to Ecuador's Risk Management Office. The agency also reported that 155 people remain missing, and 7,015 injured. It also announced that almost 25,000 people remain in shelters. Most of the deaths came from three towns in coastal Ecuador: Manta, Portoviejo and Pedernales, according to statistics provided by the office.

Last year on April 25, a magnitude 7.8 earthquake struck the Himalayan country with its epicenter in Lamjung District, approximately 81 kilometers northwest of the capital, Kathmandu. On May 12, a second magnitude 7.3 earthquake struck the district of Dolakha. The Nepal government categorized 14 districts as severely affected. The two earthquakes killed 9,000 people and made one million Nepalis homeless. On April 25 last year, Kaanchi Tamang’s Ramechhap house was completely flattened. Though she escaped harm at the time because she was in a Buddhist temple, her only child, a teenaged boy, was badly injured. “Both of us survived with nothing. We had only the clothes on our back,” she recalled. With the roads destroyed and no public transport running, Kaanchi, with the help of other villagers, carried her son and walked for three days to reach Kathmandu’s Chuchepati Camp. Close to one year later, Kaanchi and her son are still living under a tarpaulin in Chuchepati Camp. Though her son has recovered and is now working as an apprentice painter, painting Buddhist deities on silk, also known as thangkas, she has little hope of returning to Ramechhap.

The Commission for Investigation and Abuse of Authority (CIAA) in Kathmandu has said its directives have been ignored by the Tribhuvan International Airport (TIA) authority to implement a policy of “dress with no pockets” for loaders.

The anti-graft body had directed Nepal Airlines Corporation (NAC), which manages ground handling services, and other authorities concerned to issue garments to loaders with no pockets, amid complaints from travelers about theft.

In its report produced after conducting inspections at TIA, the CIAA said authorities concerned informed there were no such practices internationally and trade unions had been opposing its directives.

The inspection team was informed that the loaders had to wear jackets during winters and that it was not feasible to implement the policy. However, this time CIAA has directed NAC to enforce the dress code for loaders as mandatory, removing any opportunity for lenience on the policy.

The anti-corruption authority has also asked NAC to implement electronic attendance reporting for loaders on all shifts through use of a time clock. Furthermore, loaders should be informed about their duty location through SMS an hour before their shift begins, said the CIAA directives.

King Birendra told reporters he and Mitterrand discussed bilateral relations. He said he hoped his visit would lead to greater cooperation between the two countries. Later, at an official dinner at the palace, Mitterrand said France would likely grant international funding for a hydro-electric project in Nepal, one of the world’s poorest nations. King Birendra of Nepal met with French President Francois Mitterrand in Paris on Tuesday (September 20) and later pledged to work toward fostering greater economic ties with France. The meeting took place at the Elysee Palace at the start of the King’s official two-day visit to France.King Birendra, who played host to Mitterrand in 1983, reiterated he was committed to democracy in Nepal. The King is to stay in Paris for two days before starting a private visit to Fontainebleau, Dijon and the south of France. He will also travel to Burgundy, where he is to tour prestigious vineyards.

A BABY elephant in Vietnam is being nurtured back to health with human milk formula after it became separated from its mother and the rest of its herd. British wildlife expert Dr Jake Veasey tried to reintroduce three-month-old Gold to his elephant family by pushing the baby towards them – and at first it seemed like his attempt had been a success. But the team’s joy turned to devastation when Gold was found alone less than twelve hours later, some distance from the area where he had appeared to join the other elephants. Now Gold is living in temporary accommodation while Animals Asia build a sanctuary to care for him and other elephants. Protesting against the organisers of the literary meet for not extending an invitation to Shiv Sena chief Uddhav Thackeray, Sena leader and state minister for transport Diwakar Raote on Friday questioned how he could attend the meet when the president-elect did not take pride in being a Maharashtrian. Raote on Friday inaugurated a stall within the book exhibition lounge at the 89th all India Marathi literary meet, which has exhibited selected 25 cartoon covers by late Bal Thackeray. Vinayak and Manessha Dharane of Sahitya Darbar have organised this exhibition for literature lovers.The minister added that despite being president-elect of the Marathi literary meet, Sabnis had said that English was the knowledge language and that he had accorded national language status to Hindi. Raote questioned whether Sabnis had given any status to Marathi or not. Shiv Sena MLC and spokesperson Dr Neelam Gorhe said she has handed over a resolution on united Maharashtra, including Belgaum and adjoining areas, for passage during the concluding day of the literary meet.
